The qualification is mapped to the SkillsActive Spectator Safety National Occupational Standards and is recommended as the minimum level qualification in the SGSA's Green Guide for Safety at Sports Grounds. It is the standard entry qualification for frontline employment within events and crowd control, including stadiums, festivals, racecourses, arenas, and shopping centres.

What Is the Level 2 Spectator Safety Qualification?
The Level 2 Certificate in Spectator Safety is an Ofqual-regulated qualification designed for individuals who provide safety, security, and customer service functions at live events and public gatherings. It equips learners with the skills, knowledge, and competence across areas including preparing for events, controlling and monitoring spectators, and managing conflict appropriately. The course includes a structured learner workbook containing scenario-based tasks and written activities, which forms part of the qualification evidence and must be completed to the required standard alongside tutor observation and knowledge checks.
What You Will Learn
The programme covers all core units, giving delegates a thorough grounding in the practical and legal aspects of spectator safety work:
The role of a steward and the principles and responsibilities of spectator safety
Preparing for spectator events, briefings, venue layouts, equipment checks, and area assignments
Managing crowds and responding to crowd dynamics, including congestion and flow management
Identifying and reporting hazards, risks, and incidents using correct procedures
Effective communication with colleagues, supervisors, police, and emergency services
Emergency procedures, evacuation protocols, and contingency planning
Monitoring spectators and recognising signs of anti-social behaviour, disorder, and crowd distress
Entry, exit, and movement control, including search procedures and prohibited items
Working professionally, ethically, and in line with organisational procedures and legislation

Physical Intervention Awareness
The course includes an awareness-level module on physical intervention relevant to spectator safety roles. This is not a physical skills course — it focuses on the professional and legal framework within which stewards must operate, covering:
Legal and professional responsibilities relating to use of force
Principles of proportionality and decision-making under pressure
Non-aggressive stance, positioning, and de-escalation techniques
Understanding risk factors and reducing the likelihood of harm
Safe and ethical decision-making in high-pressure situations
This module is designed to reinforce conflict management skills and support safe, compliant working practice.
Learner Workbook
Throughout the course, each delegate completes a structured workbook that forms part of the qualification evidence. The workbook includes task-based activities, scenario questions, short written responses, observation-based tasks, and evidence of understanding linked to real-world event environments. The workbook must be completed to the required standard before certification can be issued.
Assessment
Assessment is conducted through a combination of methods aligned with awarding body requirements: Workbook tasks demonstrating knowledge and competence across all units Tutor observation of practical and scenario-based activities Scenario exercises reflecting real-world event environments Knowledge checks aligned to the qualification's learning outcomes There are no written examinations. Assessment is carried out throughout the course by the tutor, with all evidence internally quality assured.

This qualification is suitable for: New entrants to the events and spectator safety industry with no prior experience or qualifications Existing stewards working without a formal qualification who wish to gain recognised certification Staff working at stadiums, arenas, festivals, concerts, racecourses, and public gatherings Organisations that need to ensure their event safety teams are appropriately qualified and compliant Individuals progressing toward higher-level spectator safety or event management qualifications Learners should be aged 16 or above to undertake this qualification. NCFE There are no specific prior qualifications or experience required to attend.
Career Progression
The Level 2 Certificate in Spectator Safety is the starting point for a structured career pathway in the events and spectator safety sector. On completion, delegates can progress to the Level 3 Certificate in Spectator Safety for supervisory roles, or the Level 4 Diploma in Spectator Safety Management for senior operational and management positions. Many candidates also go on to combine their spectator safety qualification with SIA Door Supervisor or Security Guard training to broaden their employment options across the wider security industry.
